## Project Overview:
Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.

This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.
## Job Summary:
The EHS Program Services Manager owns the project's EHS program itself - maintaining the management system that is in place, developing new programs as the work scope and risk profile evolve, and running the assurance that proves the program is being applied. This is the custodian role for the framework: procedures, standards, program architecture and the audit and verification regime that tests them. Beyond that core scope, the role provides program support to the Project Management team and the Senior Project EHS Manager, supplying the systems, data, training structures and regulatory administration that the operational side relies on to deliver in the field.
## Major Responsibilities:
#### Program Maintenance and Development
• Owns and maintains the Project EHS Management System, ensuring alignment with corporate requirements, client expectations, and applicable Polish and EU legislation.
• Maintains the legal requirements register, monitors regulatory changes, and ensures updates are incorporated into procedures, training, and operational controls.
• Develops and implements EHS programs, procedures, and standards to address emerging project risks, activities, and compliance obligations.
• Drives continual improvement through management reviews, benchmarking, audits, incident lessons learned, and operational experience.
Assurance
• Develops and manages the project EHS assurance program, including audits, inspections, subcontractor reviews, and management system assessments, ensuring findings are effectively closed.
• Verifies subcontractor EHS management systems during prequalification, mobilization, and execution to ensure compliance with project, contractual, and regulatory requirements.
• Oversees incident investigation quality, ensuring robust root cause analysis, effective corrective actions, and integration of lessons learned into project controls.
• Tracks corrective and preventive actions arising from audits, inspections, incidents, and reviews to ensure sustainable resolution.
• Provides independent assessments to the Senior Project EHS Manager on the effectiveness of the EHS Management System, identifying gaps, risks, and improvement opportunities.
Support of EHS Program Execution
• Maintains the project EHS training and competency program, including training matrices, inductions, mandatory training, competency verification, certification tracking, and training records.
• Ensures personnel are appropriately trained, qualified, and competent before undertaking activities involving project hazards or regulatory requirements.
• Produces EHS performance reports and analytics, including leading and lagging indicators, incidents, observations, inspections, and trend analysis.
• Administers EHS systems and reporting tools, ensuring data quality and providing analysis to support risk-based decision-making and performance improvement.
• Supports the EHS Operations Manager in maintaining emergency preparedness and response arrangements, including plans, drills, exercises, medical support, and emergency service coordination.
• Supports the Senior Project EHS Manager with budget planning, resource forecasting, mobilization, recruitment, and onboarding activities.
• Supervises EHS training personnel, providing coaching, mentoring, and guidance to support capability development and consistent implementation of EHS requirements.
• Supports EHS Operations Team activities and provides technical assistance to ensure effective delivery of project EHS objectives.
• Supports the Field Environmental Manager in environmental compliance, documentation, planning, and implementation of environmental requirements and commitments.
## Education and Experience Requirements:
- Requires a Bachelor's degree (or international equivalent) related to environmental, health, safety or science-related discipline and a minimum of 15 years of EHS experience on major construction or industrial projects, including prior accountability for an EHS management system, assurance program or equivalent program-level scope. In lieu of a degree, an equivalent combination of recognised professional certification and additional relevant EHS experience may be considered.
- Prior nuclear, power or comparable highly regulated project experience is strongly preferred, as is experience of establishing an EHS program from project start-up through construction ramp-up.
## Required Knowledge and Skills:
- Demonstrated ability to write, structure and maintain an EHS management system that people actually use - procedures that are clear enough to follow and specific enough to audit against.
- Deep knowledge of ISO 45001 and ISO 14001, including lead auditor capability and experience of taking a project through external certification or customer assurance audits.
- Strong command of EHS data and reporting - defining indicators that mean something, assuring data quality at the point of capture, and presenting performance credibly to executives, customers and regulators.
- A recognised EHS professional certification, for example NEBOSH International Diploma, CSP, or chartered membership of IOSH or an equivalent body; lead auditor qualification in ISO 45001 or ISO 14001 is an advantage.
- Understanding of construction EHS in practice, sufficient to write requirements the field can actually implement and to challenge a procedure that looks sound on paper but will not survive contact with a working site.
- Familiarity with Polish health, safety and environmental legislation and European Union directives, or the demonstrated ability to build a compliance framework in an unfamiliar national regime with local legal and specialist support.
- Experience of EHS requirements in contracts and procurement - prequalification, bid evaluation, subcontract EHS terms and performance measures.
- Strong written English - this role produces the documents the project is judged on; Polish language ability is an advantage for regulatory and legal interfaces.
- Advanced MS Office capability, particularly Excel and Power BI or equivalent, and experience administering EHS management information systems.
- Eager to mentor others and pursue their development, with experience building national EHS capability in a host country.
