What this job involves

The Director of Technical Infrastructure & Heavy Engineering Delivery serves as the primary Bay Area point of contact for all complex, high-density technical construction and heavy infrastructure projects for a leading global technology enterprise. Operating as a key technical authority within the Regional Program Management leadership structure, this executive leads a team of technical Program Directors, Associate Program Directors, and Cost Analysts. This leader drives critical infrastructure delivery—including data centers, central utility plants, and high-performance R&D facilities—while managing early-stage technical due diligence, pre-construction cost/schedule modeling, commissioning governance, and cross-functional integration with the client's engineering, R&D, and facilities management teams.

Your day-to-day tasks will include:

- Direct end-to-end engineering and construction for high-density, mission-critical technical capital projects, including central utility plant overhauls, redundant power/HVAC systems, and liquid cooling loops.
- Serve as the executive technical authority and primary regional liaison for all non-standard, engineering-heavy capital projects, collaborating directly with client R&D and real estate executives.
- Direct rigorous pre-acquisition and pre-lease technical due diligence site evaluations, analyzing utility power capacities, structural load-bearing limits, and life-safety compliance.
- Partner with client stakeholders during concept framing to establish early-stage cost baselines, long-lead procurement schedules, and supply chain risk assessments.
- Enforce strict Level 1 through Level 5 commissioning protocols, integrated systems testing (IST), and environmental health and safety (EHS) gateway sign-offs prior to energization and occupancy.
- Partner directly with Facilities Management, Critical Engineering, and Technical Services teams early in pre-construction to ensure seamless operational handovers and zero downtime.
- Manage multi-year technical capital forecasts, prefunding drawdowns, monthly Value of Work Done (VOWD) audits, and contractor contingency usage.

Required Qualifications:

- Bachelor's degree in Mechanical Engineering, Electrical Engineering, Civil/Structural Engineering, Building Services, or a related technical field.
- 15+ years of progressive leadership driving complex commercial construction, data centers, central utility plants, semiconductor labs, or heavy industrial infrastructure.
- Proven track record managing individual and aggregate project values ranging from $10M to $50M+.
- Deep expertise conducting technical due diligence for high-density power (10MW+ loads), chilled water/HVAC central plants, and backup systems.
- Expert-level understanding of commissioning phases (Level 1–5 IST), testing and balancing (TAB) standards, and maintenance accessibility.
- Demonstrated mastery of Cost-Plus, Guaranteed Maximum Price (GMP), and Lump-Sum contracts, trade bid-leveling, and contingency governance.
- Advanced proficiency in enterprise platforms, including e-Builder, Oracle Primavera P6, AdaptiveWork, Revit/BIM 360, AutoDesk Navisworks, or TM1.

Preferred Qualifications:

- Licensed Professional Engineer (PE) credential.
- Project Management Professional (PMP) or Member of the Royal Institution of Chartered Surveyors (MRICS) certification.
- Direct experience managing turnkey design-build delivery models within the Bay Area market.
- Deep knowledge of Bay Area municipal utility interconnections, local building codes, and regional permitting workflows.
- Prior experience delivering capital construction programs for high-profile global technology sector clients.
- Proven background in leading, mentoring, and developing teams of technical Program Directors and Cost Analysts.

Expected compensation for this position:

215,000.00 – 230,000.00 USD per year

Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
