About this role

About Liberal Construction

Liberal Construction, LLC is a United States construction company headquartered in McLean, Virginia. Since 2010 it has delivered design-build projects for US clients across Africa, the GCC and Europe. We are hiring engineers for our project sites in Djibouti, East Africa.

The role

We are looking for an electrical engineer to work on site in Djibouti on our low-voltage (LV) and medium-voltage (MV) projects: containerised living units (CLU), UPS replacement, switchgear replacement and other medium-voltage works, as well as building electrical works. You will carry the electrical scope (MV switchgear and transformers, LV switchboards and distribution, UPS and battery systems, standby-generator and changeover connections, cabling and containment, lighting, small power and earthing) from the approved drawings and submittals through installation, testing, commissioning and handover.

What you will do

- Install, supervise and inspect LV and MV electrical works: MV switchgear and ring main units, transformers, LV switchboards and distribution boards, UPS and battery systems, generator and ATS connections, cable containment and cabling, lighting, small power, and earthing and bonding.

- Work on our containerised living unit, UPS, switchgear and other medium-voltage projects from the approved drawings and submittals, and check every delivery of electrical material and equipment against the approved submittal before it is installed.

- Coordinate the electrical scope with the equipment suppliers, the unit fabricator, the civil and mechanical trades and the utility, and support the outage, switching and isolation plans for MV work.

- Carry out and record the inspections and tests (insulation resistance, continuity, earth resistance, polarity, RCD, protection-relay and functional tests), witness factory and site acceptance tests, and support commissioning and energisation, with calibrated instruments and complete test records.

- Work inside the quality control plan: preparatory, initial and follow-up inspections, non-conformance reports raised and closed, and the electrical punch list carried to zero.

- Prepare RFIs, submittals, daily reports and as-built mark-ups, and support the closeout package: test records, operation and maintenance manuals and warranties.

- Supervise electricians and subcontractors on site, and work safely: permits to work, lockout and tagout, safe isolation and MV switching procedures.

What we are looking for

- Bachelor's degree in Electrical or Electrical & Electronics Engineering.

- At least 3 years of site experience in LV and MV electrical installation, testing and commissioning: buildings, modular or containerised units, UPS, switchgear or substation works.

- Hands-on experience with LV switchboards and distribution boards, MV switchgear or ring main units, transformers, UPS and battery systems, cabling and containment, and earthing.

- Able to read electrical drawings, single-line diagrams, protection and control schematics, panel schedules and specifications.

- Working knowledge of NFPA 70 (NEC), or IEC / BS 7671 wiring practice.

- Good written English for reports and records, able to obtain the access clearance the project site requires, and willing to live and work in Djibouti.

Desirable: experience on prefabricated or containerised units; UPS or switchgear replacement in live facilities; fire alarm and low-current systems; US Government or international client projects; AutoCAD.

What we offer

- Monthly salary of US$1,500–3,000.

- Accommodation: company accommodation, or an accommodation allowance.

- Transportation provided by the company.

- A return air ticket every year.

- Work visa and permits arranged and paid for by the company.

We value smartness and hard work over years of experience. We never charge candidates any recruitment fee.

Location

On site in Djibouti, East Africa. Full-time.
