About this role
About Liberal Construction
Liberal Construction, LLC is a United States construction company headquartered in McLean, Virginia. Since 2010 it has delivered design-build projects for US clients across Africa, the GCC and Europe. We are hiring engineers for our project sites in Djibouti, East Africa.
The role
We are looking for a civil engineer to work on site in Djibouti, hold the quality control of the works and carry the civil and structural content of concurrent projects: foundations, plinths and cable trenches for substation and switchgear works, room preparation for a UPS replacement, and the foundations, slabs, grading, drainage, roads and hardstanding for containerised living units. You will turn the design into something that can be built, inspected and accepted, run the three-phase control process for every civil feature of work, and be there when the concrete goes in.
What you will do
- Work inside the approved quality control plan and run the three-phase control process (preparatory, initial and follow-up inspections) for every civil feature of work, alongside the QC Manager.
- Carry out and record daily quality control inspections, and write the daily QC report: what was inspected, what was tested, what was rejected, and what was done about it.
- Control materials on arrival against the approved submittals, and run and witness the testing regime (concrete slump and cube or cylinder tests, compaction and field density, soil and aggregate tests) with accredited laboratories and calibrated instruments.
- Raise and answer non-conformance reports and drive corrective action to closure, carry the civil punch list to zero, and hand over the closeout package.
- Set out the works and verify levels, lines and dimensions before anything is cast or covered, and hold the survey control.
- Plan and supervise concrete pours, earthworks, backfill and compaction, and coordinate embedded items, penetrations and trenches with the electrical and mechanical trades before the slab.
- Hold the design conversation with our Professional Engineer in the United States, review shop drawings, bar bending schedules and calculations, answer client design comments, and track RFIs and submittals.
- Work safely: excavation and trenching permits, lifting plans, and the discipline to refuse an unsafe method statement.
What we are looking for
- Bachelor's degree in Civil or Structural Engineering.
- At least 5 years of experience after graduation, including at least 3 years on site on building or infrastructure construction.
- Hands-on reinforced concrete work (foundations, slabs on grade, equipment plinths, formwork and reinforcement) with the inspection and testing that goes with it.
- Earthworks, grading, drainage, compaction control, and pavement or hardstanding construction.
- Setting out and survey with a total station or GNSS, and level control.
- Materials and quality control practice: concrete and soils testing, calibration and certification records, and control of materials against approved submittals.
- Experience with submittal registers, RFIs, daily QC reports and three-phase control.
- Strong written English, able to obtain the access clearance the project site requires, and willing to live and work in Djibouti.
Desirable: Construction Quality Management for Contractors (CQM-C) certificate; experience as a QC Manager or alternate; ACI 318, ASTM and UFC, or the international equivalents; precast and modular foundations; NEBOSH, IOSH or OSHA 30; AutoCAD and Civil 3D; French or Arabic.
What we offer
- Monthly salary of US$2,000–4,000.
- Accommodation: company accommodation, or an accommodation allowance.
- Transportation provided by the company.
- A return air ticket every year.
- Work visa and permits arranged and paid for by the company.
We value smartness and hard work over years of experience. We never charge candidates any recruitment fee.
