About this role

o oversee utility operations, maintenance, reliability, compliance, and energy management across multiple API manufacturing plants. The role ensures uninterrupted availability of critical utilities, consistent maintenance standards, equipment reliability, cost optimization, and compliance with applicable GMP, EHS, and statutory requirements at all assigned locations.

The Deputy Manager will coordinate with plant engineering teams, production departments, QA, QC, EHS, validation, procurement, and senior management to standardize utility practices, improve operational performance, manage resources, and implement engineering improvement projects across the plant network.

3. Key Responsibilities
A. Multi-Plant Utility Operations Management
Oversee day-to-day utility operations across multiple API manufacturing plants.
Ensure reliable availability of HVAC, chillers, cooling towers, boilers, compressors, refrigeration, water systems, vacuum systems, and other installed utilities.
Conduct periodic visits to assigned plants to review equipment condition, operating practices, maintenance performance, and compliance.
Monitor utility availability, breakdowns, operating parameters, and consumption across all locations.
Coordinate with individual plant engineering teams to prioritize maintenance activities and resolve critical utility issues.
Establish common operating standards, maintenance procedures, and reporting formats across all assigned plants.
Review daily and monthly utility performance reports and escalate significant abnormalities to management.
Ensure that utility capacity is adequate for manufacturing requirements, planned shutdowns, and production expansion.
Develop contingency and emergency response plans for critical utility failures.
Promote consistent utility management practices across all sites.
B. HVAC and Pharmaceutical Utility Systems
Oversee HVAC and AHU operations across assigned plants.
Monitor temperature, relative humidity, differential pressure, airflow, and filter performance against approved site-specific limits.
Review performance of chillers, cooling towers, chilled water pumps, refrigeration systems, and ventilation equipment.
Ensure preventive maintenance and filter replacement are completed according to approved schedules.
Coordinate investigation of HVAC failures, environmental excursions, and recurring equipment problems.
Support HVAC qualification, requalification, filter integrity testing, and environmental verification activities where applicable.
Ensure maintenance activities are coordinated with Production and QA to minimize risks to product quality.
Standardize HVAC maintenance practices and operating logs across plants where systems and requirements are comparable.
C. Boiler, Steam, Compressed Air and Other Utilities
Monitor operation and maintenance of boilers, steam distribution, condensate recovery, air compressors, dryers, vacuum systems, and associated equipment.
Review operating pressure, temperature, equipment loading, energy consumption, and breakdown trends.
Ensure compliance with applicable statutory inspection and certification requirements.
Monitor compressed air quality and instrument air availability according to intended applications.
Review utility water treatment, cooling tower water treatment, and other assigned treatment systems.
Coordinate with plant teams to investigate recurring failures, leakage, pressure fluctuations, and poor utility performance.
Ensure suitable maintenance strategies are implemented for critical equipment at each location.
D. Preventive and Predictive Maintenance
Develop and implement a standardized preventive maintenance strategy across assigned plants.
Review annual maintenance plans, equipment criticality assessments, and outstanding work orders.
Establish common maintenance checklists, schedules, and equipment history formats.
Monitor preventive maintenance compliance and overdue maintenance activities.
Lead root-cause analysis for major and repeated utility breakdowns.
Introduce condition monitoring and predictive maintenance techniques where appropriate.
Review equipment reliability indicators, including MTBF, MTTR, downtime, and maintenance costs.
Ensure critical spare parts are available across plants and identify opportunities for common inventory management.
Coordinate OEM visits, annual maintenance contracts, and major equipment overhauls.
E. Multi-Plant GMP and Regulatory Compliance
Ensure utility operations and maintenance comply with applicable pharmaceutical GMP and site quality procedures.
Review utility-related SOPs, maintenance records, calibration documentation, and equipment logbooks.
Coordinate qualification and requalification of applicable utility systems across assigned plants.
Monitor deviations, CAPA, change controls, and audit observations related to utilities.
Ensure potential product-quality impacts from utility failures are assessed and escalated through established procedures.
Coordinate with QA, QC, Validation, and Production teams to close compliance gaps.
Conduct periodic engineering and utility compliance reviews across plant locations.
Ensure consistent documentation practices while respecting plant-specific approved procedures.
Support internal audits, customer audits, and regulatory inspections.
F. Energy Management and Cost Optimization
Monitor electricity, fuel, steam, compressed air, water, and cooling consumption across all assigned plants.
Establish utility performance benchmarks and compare consumption across comparable facilities.
Identify energy losses, equipment inefficiencies, steam leakage, compressed air leakage, and excessive cooling loads.
Develop and implement energy conservation initiatives with measurable savings.
