Position Summary
The Human Resources Recruiter manages the full hiring cycle for staff, from sourcing and screening candidates to onboarding, ensuring a positive candidate experience, and partnering with management to meet staffing goals for critical roles.
Key duties include assisting with the development of recruitment plans, employing traditional and creative sourcing strategies, conducting pre-screenings, facilitating interviews, extending offers, maintaining records, coordinating temporary staffing, and adhering to federal/state employment laws and grant regulations. The Recruiter may also assist with day-to-day human resources operations as needed.

Essential Duties and ResponsibilitiesTalent Acquisition & Recruitment Serve as the primary recruiter for all required Agency talent and as an ambassador promoting as an employer of choice. Develop and implement recruitment plans, source candidates (online, job boards, social media, job fairs, community events/partners), and build active talent pipelines to meet staffing needs (especially in higher-turnover departments). Perform job and task analysis to document job requirements and objectives. Work closely with hiring managers to clearly identify job requirements and update current job descriptions as necessary. Coordinate temporary hiring needs and manage relationships with staffing agencies. Develop tracking metrics and analytical recruiting reports (e.g., resume flow, applicant volume, source of new hires) to improve candidate sourcing and recruitment practices. Make continuous recommendations to improve overall talent acquisition processes.
Screening & Selection Assess applicant knowledge, technical/soft skills, experience, and aptitudes using resumes, applications, and screening tools. Conduct pre-screenings, facilitate interview processes, and extend job offers. Ensure consistency in hiring practices across position postings, assessments, hiring criteria, and candidate communications. Comply with—and ensure manager compliance with—federal, state, and local legal requirements and organizational policies regarding interviewing and records retention.
Onboarding & HR Generalist Support Assist with all onboarding activities, including conducting new employee orientation. Create and maintain accurate employee files. Provide Human Resources Generalist support as needed in areas such as employee relations, training and development, employee engagement, and related operational activities.

Qualifications and Requirements Education & Experience: Bachelor’s degree in Human Resources, OR a combination of three (3) or more years of human resources experience, education, and/or training.

Technical Proficiency: Advanced skills in Microsoft Office 365, Human Resources Information System (HRIS) software, and social media platforms.
