Job Title: Procurement Manager
KBR Abu Dhabi PMC Team is currently seeking experienced professionals for the position listed below in support of a major Offshore Project. The role will be based at either the Client's Office or the Contractor's Office in Abu Dhabi, UAE.
Job Purpose
The Procurement Manager will lead and manage procurement activities for a major ADNOC Offshore project, ensuring materials, equipment and services are procured in accordance with project requirements, applicable procedures, contractual requirements, schedule and budget.
The role will provide procurement leadership within the PMC team and coordinate closely with ADNOC Offshore, EPC contractors, engineering teams, vendors and suppliers.
Key Responsibilities
· Lead and manage overall procurement activities throughout project execution.
· Develop and oversee the implementation of project procurement strategies and procurement plans.
· Monitor EPC Contractor procurement activities to ensure alignment with project requirements, schedules and contractual obligations.
· Manage strategic sourcing activities and support appropriate contractor/vendor selection. Strategic sourcing and vendor selection are specifically identified within a published PMC Procurement Manager role supporting an ADNOC Offshore project.
· Ensure procurement activities comply with applicable ADNOC standards and requirements.
· Review procurement plans, material requisitions, RFQs/RFPs, commercial evaluations, purchase recommendations and purchase orders, as applicable.
· Coordinate with Engineering and Project Management teams to ensure technical requirements and procurement priorities are appropriately addressed.
· Monitor procurement status of critical equipment and materials and identify potential schedule risks.
· Support the evaluation and selection of qualified vendors and suppliers.
· Monitor vendor and supplier performance against project requirements.
· Coordinate procurement interfaces between ADNOC, EPC Contractors and suppliers, which is a stated responsibility in the ADNOC Offshore PMC procurement vacancy.
· Support commercial and contractual negotiations with vendors and suppliers.
· Ensure procurement activities remain aligned with project budget requirements.
· Monitor long-lead equipment and materials and escalate potential procurement delays that may affect the project schedule.
· Coordinate with engineering, contracts, project controls, expediting, inspection, logistics and construction functions to support timely project delivery.
· Review EPC Contractor procurement progress and provide appropriate recommendations to project management.
· Manage and support resolution of vendor, supplier and procurement-related issues.
· Promote effective vendor management and maintain strong working relationships with key project stakeholders.
· Ensure proper procurement documentation, reporting and records are maintained throughout project execution.
· Support project management in identifying procurement risks and implementing appropriate mitigation actions.
· Provide procurement progress updates and highlight critical issues requiring management attention.
· Ensure procurement activities support the overall requirements of offshore engineering, fabrication, construction, installation and commissioning.
Qualifications & Experience
Recommended candidate requirements for recruitment:
· Bachelor’s degree in engineering .
· Extensive procurement and supply chain experience within the Oil & Gas industry.
· Strong experience as a Procurement Manager / Procurement Lead on major EPC or PMC projects.
· Significant exposure to Offshore Oil & Gas projects.
· Previous experience with ADNOC / ADNOC Offshore EPC or PMC projects is strongly preferred.
· Strong experience in strategic sourcing, procurement planning, contract negotiations and vendor management. These capabilities also appear in a published Procurement Manager role for an ADNOC Offshore project.
· Knowledge of procurement activities for major offshore equipment, materials and packages.
· Strong understanding of the interfaces between procurement, engineering, project controls and project execution.
· Familiarity with SAP / SAP Ariba and ADNOC procurement procedures would be advantageous; these are specifically requested in another published ADNOC Offshore Procurement Manager role.
· Strong leadership, negotiation, commercial awareness and stakeholder-management skills.
· Excellent communication skills in English.
