Job Title: Project Industrial Health and Safety Specialist Job Description
This contract role offers an opportunity for an experienced Project Industrial Health and Safety Specialist to oversee contractor safety on a construction and inspection work scope within a chemical-related project in Orange County, CA. You will serve as the owners safety representative on site, ensuring a safe and healthy work environment by implementing and maintaining health and safety programs, conducting risk assessments, and ensuring compliance with all applicable regulations. The position requires a self-starter who can work with minimal direction and has extensive experience overseeing site safety for construction activities such as scaffolding, sandblasting, hot work, pipe welding and installation, and other standard construction operations.
Responsibilities
- Develop, implement, and maintain comprehensive health and safety policies and procedures for the construction and inspection work scope.
- Conduct regular risk assessments and hazard analyses to identify potential safety issues, particularly when establishing new processes, evaluating new equipment, and transferring work processes to a new or expanded workforce.
- Complete work permits and task-specific risk assessments, implement appropriate mitigations, and provide daily safety oversight for assigned work scopes.
- Monitor and ensure compliance with OSHA, EPA, AQMD, and other relevant health, safety, and environmental regulations for all assigned work.
- Investigate workplace accidents, incidents, and near-misses, identify root causes, and develop and implement corrective actions to prevent recurrence.
- Plan, deliver, and support safety training and education programs for employees and contractors, ensuring content is clear, relevant, and effective.
- Perform regular safety inspections and audits of facilities, construction areas, scaffolding, equipment, and tools to verify safe conditions and practices.
- Oversee site safety for construction activities including scaffolding, sandblasting, hot work, pipe welding and installation, and other standard construction tasks.
- Collaborate closely with contractors, project management, and employees to promote a strong safety culture and ensure safety expectations are understood and followed.
- Communicate daily and weekly priorities, progress, risks, and mitigation plans to stakeholders, ensuring safety considerations are integrated into project planning and execution.
- Maintain accurate and up-to-date records of safety incidents, inspections, training activities, permits, and compliance documentation.
- Stay current on industry best practices, emerging risks, and changes in regulatory requirements, and incorporate improvements into site safety programs.
- Support the development, implementation, and execution of emergency response plans and drills, ensuring readiness for potential incidents.
- Assess critical path project progress and evaluate potential safety-related impacts on overall project schedule and budget, providing recommendations to mitigate risks.
- Identify and anticipate technical safety problems in construction and manufacturing environments and propose practical, effective solutions.
Essential Skills
- Bachelor's degree in Industrial Engineering, Occupational Health and Safety, Environmental Science, Industrial Hygiene, or a related field.
- Minimum of 35 years of experience in a health and safety role in a manufacturing environment, preferably within the aerospace or defense manufacturing industry.
- Extensive experience conducting EH&S site inspections and overseeing site safety on construction projects, including scaffolding, sandblasting, hot work, pipe welding and installation, and other standard construction activities.
- In-depth knowledge of OSHA, EPA, AQMD, and other relevant health, safety, and environmental regulations.
- Demonstrated experience in contractor safety management on construction or industrial projects, ideally in chemical-related environments.
- Strong analytical and problem-solving skills, including the ability to assess critical path, project progress, and potential impacts on overall project schedule and budget.
- Ability to identify, anticipate, and resolve technical safety problems in complex industrial and construction settings.
- Proven ability to conduct effective safety training sessions for employees and contractors.
- Excellent communication and interpersonal skills, with the ability to collaborate across teams and influence safe behaviors.
- Proficiency in Microsoft Office Suite and EHS management software.
- Ability to work independently as a self-starter with minimal supervision and to provide consistent on-site safety leadership.
- Eligibility as a US Person for export compliance purposes.
Additional Skills & Qualifications
- Certification in Occupational Health and Safety, such as Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH), is preferred.
- Experience with ISO-based or similar health and safety management systems.
- Familiarity with environmental regulations and sustainability practices in industrial and construction environments.
- Experience leading or supporting transformational projects in manufacturing, including complex launch projects and the introduction of new equipment, processes, and workforce.
- Demonstrated ability to perform safety risk assessments for new or modified manufacturing processes and equipment.
- Experience in conducting ergonomic assessments and recommending practical improvements.
- Knowledge of industrial hygiene principles and practices and their application in construction and manufacturing settings.
- Experience in quality assurance, design, engineering, mechanical systems, or construction management is beneficial.
- Ability to work effectively both independently and as part of a cross-functional or matrixed team.
- Strong organizational and time management skills, with the ability to manage multiple priorities in a dynamic project environment.
Work Environment
This is a contract position based on-site in Orange County, CA, with an expected term likely through the end of the year. The role operates primarily on a first shift schedule, typically from 6:00 a.m. to 4:00 p.m., with the expectation of overtime and weekend hours as project needs require. You will work daily on an active construction site within a chemical-related project, serving as the owners safety representative and providing hands-on oversight of contractor activities. The environment includes typical construction and industrial conditions, such as work around scaffolding, sandblasting operations, hot work, pipe welding and installation, and other standard construction tasks. You will regularly conduct site walks, inspections, and audits, often in and around operating equipment, new installations, and evolving work areas. The role relies on standard office technologies, including Microsoft Office and EHS management software, for documentation, reporting, and communication. The position emphasizes a strong safety culture, collaborative relationships with contractors and project teams, and a proactive approach to identifying and mitigating risks in a fast-paced project setting. Appropriate site-appropriate attire and personal protective equipment are required and are integral to daily work on the construction site.

Pay and Benefits
The pay range for this position is $83.00 - $83.00/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
